Kieu-Oanh Nguyen, a Managing Partner at WFG, has served a wide range of municipal clients in Oregon and Pacific Northwest since 1993.
She has assisted many clients with financial plans, credit analyses, cashflow analyses, debt and investment policies and studies.
She has participated in diverse types of short-term and long-term financings including: tax and revenue anticipation notes, bond anticipation notes, lines of credit, general obligation bonds, limited tax bonds, full faith and credit obligations, assessment bonds, sewer & water revenue bonds, certificates of participation, state grant, and state loan programs. She has participated in negotiated, competitive and quasi-competitive sales, as well as private placement of debt.
Her city clients have included Ashland, Bend, Coos Bay, Central Point, Corvallis, Dallas, Eugene, Sherwood, Springfield, Wilsonville, among others.
She has served as FA on urban renewal financings for Bend URA, Clackamas County Development Agency, Hillsboro EDC, Jackson County URA, Lake Oswego URA, among others.
Ms. Nguyen has served as financial advisors to many counties such as Deschutes, Multnomah, Washington, Clackamas, and Jackson counties.
Ms. Nguyen has assisted Eugene School District and Springfield School District with analyses and projections of revenues to be raised from potential local option levies. Other school district clients have included David Douglas SD, Beaverton SD, Corvallis SD, Eugene SD, Salem-Keizer SD, Mollala SD, Portland Community College among other.
Sun Mountain Ranches Special District, Clackamas River Water, North Clackamas Parks & Recreation District, Government Camp Sanitary District, East Salem Suburban Water District, Fort Vancouver Library District, among others, represent some of Ms. Nguyen’s special district clients.
Before joining WFG, Ms. Nguyen was senior vice president at Regional Financial Advisors, and a consultant at Public Financial Management. Ms. Nguyen has also served as a consultant to the California Ways & Means Committee. She has a Masters in Public Policy from Harvard University’s John F. Kennedy School of Government.
